Alt + Tab is much more handy, But i am going to tell you a bit about this anyway
Lets see why you used windows ctrl + tab (now windows flip).
Now to Flip3D .
As with windows Flip, the desktop has been added to the list of windows that appear, when you select the desktop (by releasing the alt key or clicking it), all windows will be minimized.
To start Windows Flip , You used the Alt + Tab, For Flip3D you use WinLogo Button with the Tab Key (WinLogo + Tab), and releasing them would select the window curently in front of the others, The WindowsLogo button is the one to the left of the Alt button on your keyboard, But i guess the guys at Microsoft can't wait for you to see this, see they added a Flip 3D button on the Quick Launch toolbar, and had the QuickLaunch toolbar display by default, When you click that Flip3D will start, then you can scroll through the windows with your mouse scroll, and select a window by clicking it.
As you can see the desktop (behind flip 3d) has been dimmed out (it is not your monitor getting old after all), Now
As yu can see Windows Vista is more demanding from your computer's hardware, but this is especially true for the graphics card, with everything rendered in 3D (you should be greatfull your main processor is not doing all this extra work), you better have a good graphics card with allot ofmemory, unless you want things to look like they are going in Slow Motion on your screen.
